In 2025, Israel introduced several updates to the rules and procedures for repatriates — people moving to Israel under the Law of Return. The changes include both new opportunities and stricter requirements. The authorities have made it easier for repatriates’ spouses, as well as Israelis who have lived abroad for many years and are now returning, to get an Israeli passport (darkon). Now, a repatriate’s spouse can receive a passport even if they still spend part of their time living outside Israel.
At the same time, the government has tightened control over temporary residence permits and added new document requirements for family reunification — especially for fourth-generation descendants and elderly parents.
A child of a fourth-generation descendant can no longer move to Israel based only on a notarized consent from the other parent — a consular declaration is now required. Elderly parents must now provide proof that they have no other children living abroad.
Documents confirming Jewish ancestry must be apostilled (officially certified for international use) and accompanied by an official translation — especially birth certificates.
The authorities have also increased oversight of foreign students and people applying for residence through marriage to an Israeli citizen.
According to a Supreme Court ruling, Israeli authorities can revoke citizenship if it was obtained using forged documents.
The Ministry of Interior is tightening control over the authenticity of marriage and divorce certificates issued in Commonwealth of Independent States (CIS) countries. These documents must now be legalized for use abroad.
Criminal record certificates are only accepted if they are no older than six months and apostilled. Israeli officials also pay special attention to documents showing a change of surname.

What is needed for a repatriation check?
In August 2025, Israel’s Ministry of Foreign Affairs issued clarifications regarding the requirements for repatriates, applying to move to Israel through diplomatic missions.
The instructions emphasize that the Repatriation Department (Nativ) will verify whether applicants truly have the right to relocate to Israel.
To visit a registration desk at a diplomatic mission, applicants must first register by phone or email.
To start the immigration procedure, applicants need to:
- Complete an Aliyah application;
- Attend a consular appointment with the required documents;
- Obtain a repatriation visa.
The Israeli consul also has the right to request additional documents from the applicant. A recent criminal record certificate with an apostille must be submitted by all repatriation applicants aged 14 and older.
The applicant’s foreign and domestic passports must be valid for at least six months. All passports of countries of which the applicant is a citizen must be presented to the Israeli authorities.
Each applicant must provide 5×5 cm photographs. Widows and widowers without Jewish ancestry must submit civil status certificates. If the right to repatriation is based on having relatives in Israel (first- or second-degree relatives), applicants must provide proof of relationship, identification documents of the relatives, and their contact information.
All family members, including children of any age, must be present at the consular appointment.
When submitting documents at a diplomatic mission, weapons and carry-on luggage are prohibited, and electronic devices, including phones, are not allowed inside the premises. All documents must be submitted in paper form.
If the applicant has medical implants or suffers from chronic conditions requiring regular medication, this must be documented with medical certificates.
