Revision of technical regulations and standards
For 2026, a revision and update of several technical regulations of the EAEU is expected, including changes to product safety requirements as well as adjustments to standard conformity assessment procedures. Two new regulations are expected to enter into force:
- TR EAEU 047/2018 On the safety of alcoholic beverages – from 1 July 2026
- TR EAEU 041/2017 On chemical safety – expected at the end of the year (the deadlines may still be postponed)
Adjustments to the following technical regulations are also planned:
- TR CU 017/2011 On the safety of light industry products
- TR CU 032/2013 On the safety of pressure equipment
- TR EAEU 038/2016 On the safety of amusement rides
GOST standards will also be updated in some regulations:
- TR CU 004/2011 On the safety of low-voltage equipment
- TR CU 020/2011 On electromagnetic compatibility
Strengthening control over EAC Declarations and EAC Certificates
An important trend continues to be the strengthening of control by regulatory authorities over issued EAC Declarations and EAC Certificates.
In Russia, amendments came into force at the end of November 2025 that make it possible to suspend or annul certificates and declarations issued in other EAEU member states if violations are identified or if supporting test reports are missing. Rosaccreditation is actively working to ensure the safety of goods supplied to the Russian market. Particular attention is paid to conformity documents issued in other member states of the Customs Union.
The analysis has shown that approximately one third of registered documents show signs of violations. Typical violations are related to the use of invalid test reports:
- use of outdated test reports previously applied to other products;
- use of forged or invalid reports from unknown laboratories;
- manipulation of product or product type information;
- reissuance of documents for products whose testing was recognized as defective or invalid.
New regulations for cooperation between member states
In 2026, a new mechanism for cooperation between supervisory and certification bodies of the EAEU is to be introduced. The aim is to inform member states about identified unsafe products via a shared, closed register. This will help to quickly block forged or incorrect certificates and declarations of conformity throughout the Union.
Continuation of digitalization and modernization of processes
Regulatory authorities are continuing their course toward the digitalization of document management in order to increase transparency and traceability of certification procedures. The transition to electronic documents and digital control is one of the key trends for 2026. In addition, increased cooperation and information exchange between regulatory authorities, various ministries, and customs bodies is planned. All of this is intended to further enhance transparency and protect the market from low-quality products.
Product labeling in the “Chestny Znak” system is being expanded
The further development of product labeling in the “Chestny Znak” system is progressing steadily. The aim of the system is to improve product traceability, prevent counterfeiting, and increase transparency on the Russian market. Manufacturers and traders are being gradually integrated into the expanded requirements in order to ensure product safety and quality for consumers.
As early as 1 January 2026, the existing and tightened requirements will apply to:
- Clothing and textiles – with a ban on the sale of unmarked remaining stock and the gradual introduction of item-level labeling.
From 2026, mandatory labeling will be gradually extended to the following product groups:
- Sweets and bakery products – cookies, wafers, chocolate, etc.
- Instant and brewed beverages – tea, coffee, chicory, etc.
- Construction materials – item-level labeling from mid/end of 2026
- Hygiene products – e.g. razors, with a gradual transition to mandatory labeling and product scanning
- Children’s products (toys) – labeling of remaining stock until August, ban on unmarked products from September 2026
- Pet food – item-level labeling from December 2026
- Automotive fluids and lubricants – gradual labeling from April 2026
- Caviar (sturgeon and salmon products) – item-level labeling from June 2026
Ongoing and expanded obligations:
In addition to the new categories, the labeling requirement remains in force or is being expanded for:
- Beverages (including non-alcoholic beverages, beer, and low-alcohol drinks), dairy products, canned food
- Polymer and construction products
- Traditionally labeled categories such as medicines, tobacco, cosmetics, household chemicals, automotive spare parts, etc.
Important: The implementation is carried out in stages, with different start dates depending on the product group. For each product, the specific date on which mandatory labeling applies must be verified.
