The Federal State Budgetary Institution "NIZ PM – Rostest" warns of numerous cases of forged test reports allegedly issued by the testing laboratory of its Sergiev Posad branch. This is an alarming signal for all participants of the EAC certification and EAC declaration process in the context of importing goods into the Eurasian Economic Union (EAEU).
What is currently happening?
Recently, there has been an increase in fraudulent EAC certification bodies and testing laboratories issuing fake test reports – often without requesting product samples or involving the applicant. As a result, products with unreliable declarations of conformity enter the market, posing serious risks for both consumers and compliant businesses.
Who is affected?
Applicants (importers, manufacturers, and authorized representatives) who:
- are listed in test reports as clients but have never submitted an application,
- did not provide any product samples for testing,
- did not verify the accreditation status of the testing laboratory or certification body.
Legal consequences
Under current legislation, the applicant bears full responsibility for the accuracy of the declaration of conformity. False declarations may lead to:
- administrative fines,
- suspension of the declaration of conformity,
- a ban on the distribution of the affected products.
"NIZ PM – Rostest" regularly monitors registered declarations of conformity and detects irregularities. If forgery is discovered, the declaration may be annulled, and the product withdrawn from circulation.
