On 20 January 2023, Decision No. 7 of the Council of the Eurasian Economic Commission (EEC) of 17 January 2023 was officially published, amending the rules for issuing certificates of state registration. The document was originally approved by EEC Council Decision No. 80 of 30 June 2017.
The Certificate of State Registration (also called SGR) confirms the conformity of products with the sanitary-hygienic regulations of the Eurasian Economic Union between Russia, Kazakhstan and Belarus. The State Registration was introduced on 1 July 2010 and is considered a replacement for the sanitary certificates.
Since then, the State Registration has replaced the national systems of hygienic certification. As a result, a unified procedure has been introduced in the Eurasian Economic Union, which confirms the safety of products for human health and compliance with the requirements of the state sanitary-epidemiological production regulations.
The first change concerns the documentation required as part of the certification process. It is no longer necessary to provide a copy of the contract with the testing laboratory or a letter from the testing laboratory when applying for approval.
Another change concerns the deadline for issuing a state approval by an authorised body. The time limit for these services has been shortened to 15 working days instead of 30 calendar days from the date of receipt of the application and the accompanying documents (unless the technical regulations provide otherwise). The updated rules for the issuance of state registration certificates will enter into force on 19 February 2023 and will be valid for 12 months, i.e. until 19 February 2024.
