Changes to the list of tractors and trailers requiring compliance are planned

On August 23, 2021, a public discussion began on the draft resolution of the board of the Eurasian Economic Union "On changes to the resolution of the board of the Eurasian Economic Commission No. 30 of April 12, 2016". This approved the list of products for which the submission of the customs declaration requires the submission of a certificate of conformity in accordance with the technical regulation TR CU 031/2012 "On the safety of agricultural and forestry operation vehicles and trailers".

The list comprises 2 product groups: tractors and trailers as well as components for tractors or trailers.

There are 3 products in the first group:

  • Agricultural and forestry tractors on wheels with a maximum design speed of at least 6 km/h
  • Agricultural and forestry crawler tractors with a maximum design speed of at least 6 km/h
  • Tractor trailers for the transport of forest or agricultural goods

In the second group there are 13 products. The following are listed below:

  • light signaling and lighting devices
  • glass, tires and rearview mirror
  • speedometer and seat belts
  • acoustic signaling devices and speed limit systems
  • cabins, seats, engines
  • mechanical towing devices and reflective devices

In the document, customs tariff numbers and the required form of conformity assessment are specified for each item, with which compliance with the provisions of TR CU 031/2012 can be confirmed. For all product types listed above, the conformity assessment is carried out in the form of EAC certification.

In the changes, it was proposed to clarify the customs tariff numbers for two headings. So for glass instead of "7007 11 100" and "7007 21 200" the customs tariff number "8708 22 000" is used. And the customs tariff number "8479 89 970 8" for speed limiters is replaced by "8479 89 970 7".

Discussion of the proposed changes will last until September 12th. If the changes are accepted, they will take effect on 01/01/2022.
