On October 10, 2025, the official publication of Decision No. 87 of the Collegial Body of the Eurasian Economic Commission (EEC) dated October 7, 2025, was announced. This decision introduces amendments to Decision No. 177 of the Collegial Body of the EEC dated December 22, 2020. The amendments concern the update of the lists of standards required for compliance with the technical regulation TR CU 009/2011 “On the Safety of Perfume and Cosmetic Products”.
The list of standards for safety requirements has been expanded with two new entries:
- GOST ISO 9841-2024 “Essential oil of hyssop (Hyssopus officinalis L. ssp. officinalis). Technical requirements”
- GOST ISO 17412-2024 “Essential oil of bitter fennel (Foeniculum vulgare Mill. ssp. vulgare var. vulgare). Technical requirements”
The list of standards for testing methods has been expanded with four new entries:
- ST RK 3996-2024 “Perfume and cosmetic products. Calculation method for determining the maximum theoretical mass fraction of formaldehyde”
- GOST ISO 24442-2024 “Sunscreen cosmetic products. Method for in vivo determination of the UV-A protection factor”
- GOST ISO 16217-2024 “Perfume and cosmetic products. Sunscreen testing methods. Water immersion methods for determining water resistance”
- GOST ISO 18861-2024 “Sunscreen cosmetic products. Determination of water resistance”
- Additionally, GOST ISO 24442-2016 “Cosmetic products. Method for in vivo determination of the UV-A protection factor” now has a restricted application period until January 1, 2028.
The new version of the standards lists will come into force on April 8, 2026.
Reminder
Cosmetics, makeup, perfumes, and other beauty products are included in the list of EAC declaration-required products. This means that all products such as hair care (shampoo, conditioner, hairspray, gel), decorative cosmetics (lipstick, makeup, nail polish, mascara), body care (shower gel, bath additives, body lotion), facial care (creams, masks, scrubs), deodorants, and perfumes must undergo a conformity assessment before being imported into Russia, Kazakhstan, or other EAEU countries.
The products must demonstrate their conformity with the technical regulations of the Eurasian Economic Union. The technical regulation TR CU 009/2011 On safety of perfume and toiletrie products consists of special requirements for the cosmetics.
According to the technical regulation TR CU 009/2011 there are 2 forms of conformity assessment: EAC Declaration and state registration.
