On March 26, 2021, the public discussion on the draft amendments in TR CU 010/2011 "On safety of machinery and equipment" began. The discussion ends on April 22, 2021.
The new version of TR CU 010/2011 comes into force after 6 months from the date of the official publication of the final decision.
Terminology additions
The article Nr. 2 of the Technical Regulations TR CU 010/2011, which contains the terms and definitions, will initially be changed. A section with the following information is added in the new version of the document: Terminology from the Protocol on Technical Regulation in the Eurasian Economic Union (Appendix No. 9 to the Treaty on Eurasian Economic Union of May 29, 2014) and procedures of the conformity assessment schemes from the decision of the Council of the Eurasian Economic Commission No. 44 of April 18, 2018.
In addition, new definitions are introduced: "Type model of a machine and/or equipment" and "Type of machine and/or equipment".
Regulations for the conformity assessment of machines and systems
The Articles 6-11 of the TR, which specify conformity assessment procedures for products, are changed in the new edition in order to define certain provisions of the technical regulations more precisely. The following points are determined:
- Forms, schemes and conformity assessment procedures
- Conformity of the provisions of the TRs with the provisions of the Treaty on the EAEU
One important change is the introduction of the 7D scheme in the EAC declaration of machines and systems. This scheme is intended for batch delivery of machines and systems.
Other EAC certification or EAC declaration schemes remain in TR CU 010/2011 unchanged. As a result, the EAC certificate can be issued according to the scheme 1C, 3C, 4C or 9C and the EAC declaration according to the scheme 1D, 2D, 3D, 4D, 5D, 6D or 7D.
In addition, clear requirements for evidence are introduced. All documents and evidence must be submitted with the translation into Russian and/or into the official language of a member of the EAEU. The lists of required documents are detailed according to the conformity assessment procedure and scheme.
The testing procedures for machines and systems are also summarized in one article. However, there is no detailed test procedure in the current edition of TR CU 010/2011.
The changes also affect the period of validity of the EAC declarations. In the current edition of TR CU 010/2011, the period of validity of the EAC declarations begins from the date of their registration and does not exceed 5 years. In the draft of the changes, the period of validity of the EAC declarations for a batch delivery or for a single delivery of machines and / or equipment will be unlimited.
