During the speech at the International Customs Forum 2021, the head of the national accreditation body announced the creation of a service to track the import of product samples in the course of EAC conformity assessment. During a panel session on the functioning of the network of customs offices, he spoke about the directions for interdepartmental electronic cooperation.
A new area of cooperation between the Federal Customs Service of Russia and Rosaccreditation was the creation of a service for the exchange of data on the import of samples for further tests. Imported goods are subject to an obligatory conformity assessment before they are imported into Russia (e.g. EAC certification or EAC declaration). The manufacturer must import a sample of the product in Russia in order to have the product tested in a certified laboratory. If after checking the customs declaration can be seen that the sample has not crossed the border, it means that the certificate of conformity has been issued in violation .
Information on the import of product samples is now only recorded for 25-30% of the registered certificates of conformity. To ensure that unlawfully issued certificates of conformity do not appear on the market, it must be ensured that information on customs declarations is made available online. If no sample has been introduced for the product, it will not be possible to register the EAC certificate. As a result, both the proportion of certificates of conformity issued with violations and the number of counterfeit goods in Russia will decrease.
