Draft of Amendments No. 2 to the Technical Regulation TR CU 019/2011 "On safety of personal protective equipment" was published for public discussion on the Legal Portal of the Eurasian Economic Union. The Technical Regulation set minimum requirements for the safety of products during the EAC Certification, EAC Declaration or state registration.
New definitions
A number of new terms are included in part 2 of the technical regulation. These include: anchor device, virucidal activity, active substance, protective device, self-contained breathing apparatus, gas mask, rescue lifting device, sling, restraint system, etc.
Classification of PPE
It is proposed to add new items to Annex No. 1 of the Technical Regulation related to clothing, shoes and other devices to protect against a hand chain saw, as well as clothing and PPE against harmful biological factors. A distinction is made between the types of PPE against radiation factors, insulating respiratory protection PPE and breathing filter PPE.
New security requirements
Part 4 of the technical regulation proposes many changes that specify and clarify safety requirements for various products already mentioned in the TR CU as well as for products that are only included in the text.
Conformity Statement
It is proposed to include new schemes of EAC certification in Section 5: 2C - for series production of PPE; 7C - for complex PPE when entering production with the release of a large number of modifications; 8C - the same as in 7C in the presence of a certified management system.
For dermatological personal protective equipment (degree of protection against harmful biological factors), certification is carried out after passing state registration.
Appendix No. 6 to TR CU 019/2011
It is proposed to supplement the text of TR CU 019/2011 with Appendix No. 6, which will specify the requirements for toxicological indicators for PPE of a dermatological protection type for protection against biological factors (insects and bugs (ticks)).
Changes to lists of standards
Among other things, changes to the lists of international and regional standards were prepared: with the rules and methods of testing and measurements, including the rules for the selection of samples, the application of which on a voluntary basis ensures compliance with the requirements of TR CU 019/2011 .
The public discussion is scheduled to begin on June 6, 2022. The discussion will last 70 days and will end in August 2022.
