On September 5, 2021 the decision of the board of the Eurasian Economic Commission No. 99 “On amendment of section 20 of chapter II of the uniform sanitary and epidemiological and hygienic requirements for products (goods) under hygienic and epidemiological supervision (control)” comes into force. The document was adopted on August 3, 2021. This changes the provisions in Chapter II and Section 20 “Requirements for disinfectants”. Depending on the type of disinfectant, there are different types of confirmation of conformity. State hygienic registration is one of the most widespread forms in the Russian Federation.
In particular, the requirements introduce the concept of "a means for disinfecting the skin (skin disinfectant)", studied and normative indicators for it, physico-chemical indicators, as well as a list of documents for evaluating and studying the toxicity and safety of disinfectants (this is described in the new Appendix No. 3).
A skin disinfectant is understood to be a disinfectant that has antimicrobial properties and was developed for the treatment of intact skin. The only exceptions are products that are registered as medical devices and pharmaceuticals and that are subject to registration.
The standard indicators for toxicity and safety of disinfectants (Appendix No. 1 to Section 20) include indicators for the following skin disinfectants:
- means in the form of a concentrate
- ready-to-use disinfectants (gels, working solution, soap, aerosol form, lotion)
- disinfectant wipes
The following indicators are examined: irritant effect on the skin with repeated use, sensitizing effect, acute toxicity when applied to the skin, etc. Conditions of use are also listed: for professionals and the general public in everyday life, for professionals who use personal protective equipment and a ban on use.
