What is document procurement?
Document procurement is the official procedure for obtaining a duplicate certificate, extract, or other document from a government authority of the Republic of Kazakhstan. The document is issued on the basis of a civil status record or archival data and has the same legal validity as the original.
In Kazakhstan, duplicate certificates and extracts confirming the state registration of civil status acts are issued by territorial justice authorities through the Public Service Centers (PSCs) of the Non-Profit Joint-Stock Company “Government for Citizens” State Corporation. Abroad, the same function is performed by the consular offices of the Republic of Kazakhstan. Applications can also be submitted through the e-government portal eGov.kz if the applicant has an electronic digital signature (EDS).

When are new documents required?
Civil status documents- The document has been lost, damaged, or laminated (laminated certificates are not accepted for apostille certification)
- The certificate was issued on a Kazakh SSR form and is not accepted by a foreign authority
- The foreign authority requires a recent document — no more than 3 or 6 months old

IIN — Mandatory requirement
An Individual Identification Number (IIN) is required to obtain a duplicate birth certificate or another civil status document from the Civil Registry Office in Kazakhstan. If you have never had an IIN or your details are outdated, we can arrange for it to be obtained or updated as part of the same order.
Document procurement times
The processing times are calculated from the date the complete set of documents is submitted to the relevant government authority and do not include international delivery or legalization. Apostille processing times are based on the statutory timeframe but may take approximately two weeks in practice.

Birth certificate from Kazakhstan
A birth certificate is a document confirming the state registration of a person's birth. It is issued by the registration authority (Civil Registry Office) in accordance with the relevant civil status record, in Kazakh and Russian.
The document contains:- the child's surname, first name, patronymic (if applicable), date and place of birth
- the child's Individual Identification Number (IIN)
- the date of preparation and the number of the birth record
- the surnames, first names, patronymics (if applicable), citizenship, and nationality of the parents (if indicated in their identity documents)
- the name of the registration authority that issued the certificate
- the place and date of issue of the birth certificate
- the series and number of the certificate form (for paper certificates)
A duplicate birth certificate can be procured for yourself, your minor child, a person under your guardianship or custody, a deceased close relative, or another person under a notarized power of attorney.

- A document confirming the family relationship or legal representation — when parents (guardians) request documents concerning minors, or relatives request documents concerning a deceased person

Important: A duplicate birth certificate can be obtained online through the eGov.kz portal only for civil status records entered into the Civil Registry Information System since 13 August 2007. For earlier records, the request must be submitted through a Public Service Center (PSC), with an archival search.
Death certificate from Kazakhstan
A death certificate is a document confirming the state registration of a person's death, issued by a registration authority of the Republic of Kazakhstan.
The document contains:- the deceased person's surname, first name, patronymic (if applicable), date and place of birth, citizenship, and nationality (if indicated)
- the date, time, and place of death
- the cause of death (based on the medical death certificate)
- the date of preparation and the number of the death record
- the name of the registration authority, and the place and date of issue of the certificate

A duplicate death certificate can be procured for a relative or another person, provided that a notarized power of attorney has been issued by a close relative or legal representative of the deceased.

Marriage certificate from Kazakhstan
A marriage certificate is a document confirming the state registration of a marriage. It is issued to each spouse on the day of state registration at a Civil Registry Office or a foreign mission of the Republic of Kazakhstan. By default, it is issued in electronic form; at the spouses' request, it can also be issued in paper form.

A divorce certificate is a document confirming the state registration of the dissolution of a marriage. It is issued either by the Civil Registry Office (in cases where the spouses mutually consent, have no minor children, and have no property disputes) or after a court decision on the dissolution of the marriage has become legally effective.

Certificate of legal capacity to marry from Kazakhstan
A Certificate of Legal Capacity to Marry is an official document confirming that a person is not currently in a marriage registered in the Republic of Kazakhstan and is legally capable of entering into marriage. It is the Kazakh equivalent of the Russian certificate confirming the absence of a registered marriage (Form No. 15).
The certificate is required by citizens of Kazakhstan when registering a marriage abroad, as foreign civil registry authorities require confirmation of their marital status at the time of marriage registration. It may also be required from foreign nationals wishing to marry a citizen of Kazakhstan.
The document contains:- the surname, first name, and patronymic (if applicable) of the person whose marital status is being verified

Police Clearance Certificate from Kazakhstan
A Police Clearance Certificate is the commonly used name for the document officially titled “Certificate of Presence or Absence of a Criminal Record.” The document is issued based on records maintained by the Committee on Legal Statistics and Special Records of the Prosecutor General's Office of the Republic of Kazakhstan and its territorial departments, in accordance with the Rules for the Provision of Public Services approved by Order No. 64 of the Prosecutor General of the Republic of Kazakhstan dated 18 May 2020.
The certificate contains information on any outstanding criminal convictions and criminal prosecution, or confirms their absence. If an outstanding conviction exists, it will be indicated in the certificate.
The certificate may be obtained by citizens of the Republic of Kazakhstan, foreign nationals, and stateless persons who have or have had an IIN in Kazakhstan, either in person or through a representative acting under a notarized power of attorney. Citizens of Kazakhstan residing abroad may apply to a consulate or the consular section of an Embassy of the Republic of Kazakhstan, where a simplified form of the certificate is issued. This simplified certificate cannot be apostilled or legalized.
The certificate is issued in two formats:
- Electronic — for use within Kazakhstan. It is issued through the eGov.kz portal and the eGov Mobile app within 5–15 minutes (up to 1 business day)
- Paper with an official seal — for presentation abroad. It can be obtained with an apostille under the “one application” principle (a comprehensive service taking 8 business days)
- A notarized power of attorney (if issued abroad, it must be apostilled and accompanied by a notarized translation into Kazakh or Russian)
- A copy of an identity document or passport
- The applicant's IIN (mandatory — the certificate cannot be issued without it)
- An application in the prescribed form
- Documents confirming a change of surname — marriage, divorce, or name change certificates (if the surname has been changed)
Educational documents
Foreign educational documents only carry the same legal value as Kazakhstan documents if they are exempt from legalization or have undergone the necessary legalization process. Documents from countries with bilateral agreements with kazakhstan are fully exempt from legalization. Documents from countries that are part of the Hague Convention of 1961 undergo a simplified procedure called apostille. If neither countries are part of the convention or have bilateral agreements they undergo consular legalization

Apostille and consular legalization of documents in Kazakhstan
Under the Hague Convention to which Kazakhstan is a party, documents issued by government authorities of one Contracting State are valid in another Contracting State without consular legalization, provided that they bear an apostille. If the document is to be used in a country that does not recognize the Hague Convention, such as China, the UAE or other non-Contracting States, the document must undergo consular legalization.
Notarized translation of documents from Kazakhstan
