A public discussion of the draft decision of the Economic Commission Council takes places from August 23 in Russia. This establishes the list of products for which, in addition to customs declarations, a certificate of conformity is required. The certificate of conformity for vehicles (EAC certificate or EAC declaration) is an official confirmation that the products meet the requirements of the technical regulations TR CU 018/2011 "On the safety of wheeled vehicles".
This list was approved in 2015 by resolution of the Board of Directors No. 77 of July 14th. It contains 98 items with the names of wheeled vehicles and their components, for each of which the customs tariff number of the goods and the required confirmation of conformity are specified.
With the changes discussed, 18 customs tariff numbers will be corrected. This is because a new edition of the EAEU customs tariff numbers will come into force on January 1, 2022: 7th edition of the Harmonized System for the Description and Coding of Goods of the World Customs Organization and the uniform customs tariff numbers of the Commonwealth of Independent States. Accordingly, individual customs tariff numbers that are listed in the lists of products that are subject to conformity assessment must be clarified and coordinated with the new edition.
In particular for item 3 (trucks and chassis) it is proposed to replace 8 of 11 existing customs tariff numbers. In addition, 14 more customs tariff numbers will be added. For example 8701 29 901, 8704 22 920 1, 8704 32 920 1, etc. In addition to the customs declaration for trucks and their chassis, the submission of a vehicle type approval OTTS, chassis type approval OTSсh or an individual operating license for vehicles OBTS is required.
For some articles only customs tariff numbers will be replaced. For example, in the case of devices for supplying the engine with gaseous fuel, the customs tariff number "8536 50 190 7" is replaced by "8536 50 190 6" (a certificate of conformity is required for this product type).
The EAC certificate must be obtained according to the list for the following products:
- forced ignition engines
- exhaust aftertreatment system
- fuel tanks
- braking mechanisms
- Vehicle wheels and other components
The discussion will last until September 12th.
