The following changes were made in Russia at the beginning of July:
- Changes to the plan for developing and updating the technical regulations (decision of the Council of the Eurasian Economic Union No. 57 of April 23, 2021)
- Changes to the document on the adoption of the TRs ZU, which contains the safety requirements for the infrastructure of rail transport, passenger and high-speed trains
The Technical Regulation set minimum requirements for the safety of products during the EAC Certification, EAC Declaration or state registration. For the EAC certification of rail vehicles and rail infrastructure, 3 technical regulations apply: TR CU 001/2011 On safety of rail vehicles, TR CU 002/2011 On Safety of High-Speed Railway Transport, TR CU 003/2011 On Safety of Railway Transport Infrastructure.
The Russian Federation is responsible for drafting changes to the technical regulations for railway systems. The changes concern the establishment of procedures and mechanisms to extend the service life of equipment, the clarification of provisions for the attestation of conformity of railway systems.
Technical regulations are supplemented with the following points:
- new terminology
- new controlled objects (elements of freight wagons)
- the procedure for identifying products
In addition, the regulations on EAC marking and conformity assessment are to be corrected. The manufacturer is given the opportunity to carry out an EAC certification instead of an EAC declaration upon written application. New control systems will also be introduced.
In special cases, the renewed EAC certification of rail vehicles can be carried out according to a simplified procedure: Instead of an examination, evidence can be analyzed.
