On August 20, 2021, information on the creation of a Regional Organization of Accreditation (ROA) was published on the website of the Eurasian Economic Union. The Organisation which will act in the interests of the EAEU countries in the region. In order to export the products to the EAEU countries, a certificate of conformity (EAC certificate, EAC declaration, certificate of state registration ) necessary.
The proposal was initiated by the Republic of Kazakhstan. The elaboration of this project will soon be dealt with by the Eurasian Economic Commission with the participation of authorized bodies in the field of accreditation.
A trade and economic partnership with the countries of the Commonwealth of Independent States (CIS) serves as the basis for the regional organization of accreditation. These countries are interested in deepening integration and determining uniform requirements for technical regulation. This concerns in particular the guarantee of the security of the goods traded on the EAEU market.
The introduction of the ROA will help to develop the work of the authorized bodies of the EAEU states uniformly and to represent the interests of the states in the field of accreditation at the international level. The main goal is to strengthen the unity of the EAEU states and they are actively working on this. Therefore, on August 24, 2021, for example, a public discussion began on the draft procedure for carrying out the mutual comparative assessment by the accreditation bodies of the EAEU member states.
The adoption of the document will enable the following to be achieved:
- the equivalence of the procedures applied in the context of the implementation of the EAEU contract of May 29, 2014, in particular the protocol on the recognition of conformity assessment bodies for the results of the accreditation work (Annex No. 11 to the contract)
- the evaluation of the implementation of the procedure for the inclusion of accredited bodies for conformity assessment (including certification bodies, testing laboratories) in the uniform register of conformity assessment bodies of the EAEU, including their establishment and maintenance, approved by the decision of the Council of the Eurasian Economic Commission No. 100 of December 5, 2018
According to the draft of the document, the accreditation bodies carry out mutual comparative assessments every 4 years by assessing the procedures of the accreditation bodies for their compliance with the requirements of the EAEU Treaty and other legal acts in the field of accreditation and conformity assessment. The evaluation of the accredited bodies is carried out without visiting the place of implementation of the activities, only the analysis of the documents according to the self-assessment questionnaire is carried out.
The public discussion of the project is expected to end on September 13, 2021.
