On December 1, 2016, a law on sharper penalties for the distrubution of products not meeting the requirements of technical regulations was presented to the Russian Duma.
According to the law, Article 14.462 shall be added to the Russian Code of Administrative Offenses that intends the responsiblity of the manufacturerer, importer or of the authorized representatives not only in case of infringements against the requirements of the TR CU regulations, but also for any negligence in the distribution of products, that do not meet the technical requirements, if it results in damage.
The document obligates all market participants to control the authenticity of EAC Certificates and EAC Declarations and to report infringements to the authorities.
The neglect of this duty of checking leads to fines of up to 40,000 rubles.
According to the legislature this law shall lead to the decrease of health hazards, inter alia, due to the elemination of the manufacturing, import and distribution of low-quality and dangerous products within the Russian Federation.
