
Since September 1, 2025, the new GOST 31311-2022 standard for heating appliances has become mandatory in Russia. This standard, titled "Heating Appliances. General Technical Conditions", supersedes the previous GOST 31311-2005 standard. The transition was formalized by Government Resolution No. 642, adopted on May 14, 2025, and published on May 15, 2025. It was officially enacted on September 1, 2025.
The mandatory certification of heating radiators and convectors was introduced by the Government Resolution of the Russian Federation No. 982 back in 2018 and confirmed in 2022 by Resolution No. 2425.
It was established that conformity procedure was based on specific sections of GOST 31311-2005. The GOST 31311-2022 now replaces the old version.
Transition from GOST 31311-2005
The GOST 31311-2005 standard was officially discontinued in Russia as of February 1, 2023, following the adoption of GOST 31311-2022. This transition was mandated by the Federal Agency for Technical Regulation and Metrology through Order No. 333-st, dated May 18, 2022.
Heating radiators manufactured before September 1, 2025 can still be sold with the old certificates. For newly manufactured products, a new certificate must be obtained.
Key Requirements of GOST 31311-2022
The new standard introduces several updates and clarifications for the certification of heating appliances, including:
General Requirements for All Types of Heating Radiators and Convector Heaters:
- Leakage and static strength (Sections 5.2 and 5.3)
- Nominal heat output (Section 5.4)
- Surface coating of the heating appliance (Section 5.5)
- Materials and surface treatment of the heating appliance (Section 5.6)
- Thread requirements (Section 5.7)
- Completeness, marking, and packaging (Sections 5.18 and 5.19)
Specific Requirements for Certain Types of Heating Appliances:
- For cast iron radiators: Section 5.9, including wall thickness in contact with water
- For steel panel and tubular radiators: Sections 5.10 and 5.13, including wall thickness in contact with water
- For bimetallic radiators: Section 5.11, including wall thickness of the steel insert
- For cast aluminum and extruded aluminum radiators: Sections 5.11 and 5.12, including wall thickness in contact with water
- For convector heaters: Section 5.14, including design, materials, and wall thickness of the convector tube in contact with water
These requirements are now mandatory for all market participants involved in the production, import, and sale of heating appliances in Russia.
Certification Process
To legally release heating appliances into circulation within the Russian Federation, manufacturers and importers must:
- Ensure compliance with the requirements of GOST 31311-2022
- Conducting tests in the accredited laboratory
- Obtain a conformity certificate confirming adherence to the standard
