On November 8, 2021, the decision of the Council of the Eurasian Economic Commission No. 100 "On the technical regulations of the Eurasian Economic Union" On the safety of products for civil protection and protection against natural and man-made emergencies" was published. The Technical Regulation set minimum requirements for the safety of products during the EAC Certification, EAC Declaration or state registration.
The document was approved on October 5th. The number TR EAEU 050/2021 was assigned to this technical regulation. The technical regulation is expected to come into force on June 1, 2023.
The sections of the technical regulations correspond to the approved structure: it consists of the area of application, basic concepts, rules for product identification, for placing on the market, requirements for products and their labeling and conformity assessment. In addition, the regulation contains an annex with the list of products that are subject to TR EAEU 050/2021.
This applies to the following products:
- technical means of protective structures for civil defense (protective devices, ventilation devices, etc.)
- technical means of alerting, communication and control (technical means of warning the population of dangers, etc.)
- rescue equipment (equipment for searching for victims, special protective clothing, etc.)
- technical means for monitoring emergency situations
The conformity assessment of the listed product types takes place in the form of an EAC certification. For this purpose, the following schemes are provided:
- 1C and 2C for series production
- 3C for batch delivery
- 4C for single delivery
The period of validity of the certificate depends on the certification scheme and the type of product. In the case of series production, the period of validity of the certificate is 5 years; no exact period of validity is set for batch and individual deliveries.
The documents that must be submitted with the application for certification include: a copy of the technical documentation, a list of standards, a description of the results of the risk assessment, copies of the test reports, if applicable, and information on the applicant's registration number. In the case of scheme 2C, a copy of the management system's certificate of conformity is also submitted.
