On September 28, 2016, the resolution of the College of the Eurasian Economic Commission No. 60 "On the introduction of changes to the Technical Regulation of the Customs Union TR CU 017/2011 On safety of light industry products" has been published. It had been passed on August 9, 2016.
The revised version of TR CU 017/2011 has been adapted to the application practice and affects various content-related and technical issues.
Summary of the most important changes to TR CU 017/2011
The first significant change to the regulation concerns the simplification of the procedure of the attestation of conformity, EAC Certificate and EAC Declaration of certain light industry products. It will be possible for the applicant to use as safety veritfication for the finished products the test reports of materials and accessories used.
The EAC Certificate remains compulsory only for underwear, girdles and swimwear.
EAC Declarations and EAC Certificates for the serial production can only be issued for not more than 5 years. For single deliveries no time limit is set.
The changes do also concern the testing of products.
Single requirements for the biological and chemical safety of textile articles have been acknowledged as redundant.
The regulation's new version sets new requirements for PVC and polyurethane fabrics, concerning the content of cadmium, zinc, chloroethyl and toluene diisocyanate.
EAC Certificates and EAC Declarations that have been issued before these changes do not require replacement.
TR CU 017/2011 had been passed through the resolution of the Eurasian Economic Union No. 876 of December 9, 2011 and came into force on July 1, 2012.
The changes will enter into force on September 28, 2017.
