On June 1, 2021, a draft resolution to amend the Technical Regulation TR CU 010/2011 “On the safety of machinery and equipment” was published in Russia. The finished project, which has been agreed by the EAEU countries, is to be presented to the Eurasian Economic Commission in the 4th quarter of 2022. The Technical Regulation set minimum requirements for the safety of products during the EAC Certification, EAC Declaration or state registration.
The most important changes clarify and add the following points:

- Lists of machines and systems whose compliance with the requirements of TR CU 010/2011 must be confirmed
- Terminology
- Required documents
- Lists of standards
Areas of application
The following machines and equipment are excluded from the scope of TR CU 010/2011:
- Electrical and electronic products, including household appliances (this eliminates the overlap with TR CU 004/2011)
- Machines specially designed and manufactured for research purposes, intended primarily for use in laboratories
- Shaft hoisting systems
- Machines for moving backdrops in theater performances
The machines and systems that are intended for use by people with disabilities are included in the document.
Terminology
The term safety justification has been clarified in more detail in the document. The safety justification is not only referred to as a separate document, but as a package of documents that contains a risk analysis and/or information on the measures required to ensure safety from the design, operating documentation, technical documentation and the results of the tests.
The following terms are introduced in the document:
- Small tractor
- Special trailer
- Spacious off-road vehicle
- Devices for lifting work
- universal carrier vehicle
List objects that are subject to conformity assessment
The list of objects that are subject to conformity assessment in the form of EAC certification should be edited and contain the following objects:
- Woodworking machines for the household
- All-terrain vehicles (including quads, recreational maps, snow vehicles), excluding large-area all-terrain vehicles, and trailers therefor
- Jacks and tippers for vehicles and trailers
- Agricultural machinery and equipment
- Universal carrier vehicles
- Industrial tractors
- Special trailer
- Machines and devices for livestock, poultry and feed production
- Power tools (electric, hydraulic, pneumatic)
- Petrol-powered saws, electric chainsaws
- Mining machines and equipment
- Machines and devices for ventilation and dust suppression: shaft fan, dust-removing devices, oxygen concentrator
- Lifting and transport machines / devices (including construction hoists for facade construction, escalators, elevators for passenger transport, travolators, cable car systems), lifting cranes, lifting platforms for people with limited mobility
All products that are not machines or equipment are excluded from the list of objects that are subject to the EAC declaration. These are, for example: milling cutters, cutting steel, circular saws with carbide inserts for processing wood-based materials, shell-type milling cutters, tools made from natural and synthetic diamonds, tools made from synthetic materials based on boron nitride, grinding tools, abrasives.
Operating documents
Operating documents must contain the following information:
- Information about construction, functional principle, properties of machines and or equipment
- Instructions for installation or assembly, adjustment, maintenance and repair of the machine and/or the equipment (if necessary)
- Notes on using the machine and/or equipment and safety measures that must be observed when commissioning and operating the machine and/or equipment
- Lifespan of the machine and / or system (for machines and/or equipment used in hazardous production facilities, the assigned service life is required)
- List of critical errors, possible incorrect actions by the staff, which could lead to an incident or accident
- Measures to be taken by staff in the event of an incident, critical failure or accident
- Criteria of the limit state (if necessary)
- Instructions for decommissioning and disposal
- Information about the qualifications of the staff
The safety assessment was excluded from this list. This document/these documents must be presented by the manufacturer during the conformity assessment procedure and upon request by the supervisory authorities.
Further changes
It is proposed to ban the manufacture of machines and equipment from used elements. Only machines that are manufactured for personal use are excluded. The public discussion begins on June 25, 2021 and will last 62 days.
