On May 19, Resolution of the Board of the Eurasian Economic Commission No. 77 of May 17, 2022 was published. The decision on the changes to the technical regulations TR CU 020/2011 On electromagnetic compatibility was made. The decision came into effect on the same day. Among the changes are the expansion of the list of products not subject to this technical regulation, the addition of new definitions and clarifications of terms, the renaming of Appendix 2 and some other changes.
The Technical Regulation set minimum requirements for the safety of products during the EAC Certification, EAC Declaration or state registration.
The list of products that are not subject to TR CU 020/2011
The list of products that are not subject to TR CU 020/2011 is being expanded. In addition to the existing products, the following will be introduced:
- Technical devices to ensure safety in the field of nuclear energy
- Used technical equipment (which was in operation)
- Medical products
- Defense Equipment
If requirements for electromagnetic compatibility for technical devices are specified in other technical regulations, the effect of TR CU 020/011 on these ends.
Clarification of existing terms
The definition of the term "importer" is clarified in the new version of the technical regulation. Importer is "a person resident in a Member State who has concluded a foreign trade agreement with a non-resident of a Member State regarding the shipment of technical equipment, who imports this technical equipment and is responsible for compliance with the electromagnetic compatibility requirements of this technical regulation."
The new edition also introduces the term “authorized representative”.
New terms
It was also proposed to add new definitions:
- "End user": a legal or natural person using a technical device for the intended purpose, without reference to its integration into another technical device
- "Batch of technical devices": a set of technical devices with the same name and (or) designation, manufactured during a specific period under the same production conditions and accompanied by a shipping document
- "Used technical device" means a technical device with one or more signs of use (dirt, external and internal dust content, traces of exposure to extreme temperatures, liquids or sunlight, corrosion, patina, abrasions, scratches, dents and other damage, repaired or replaced replaced units, parts, components, missing gaskets, plugs, protective coatings, casings and other elements removed during operation) used by the consumer (user) for the intended purpose, the confirmation of which is documented
- “Technical device for domestic use”: a technical device intended for use by the consumer (user) for purposes unrelated to industrial, commercial or other commercial activities, and which does not contain a prohibition on its use in the daily life
Requirements for operational documents
The requirements for operational documents have been expanded, and it is also clarified that information on technical devices for household use is presented on paper (a set of documents on electronic media can be attached), and documents on technical means for household use are carried out on electronic media.
The computing devices subject to certification
Personal computers are understood to mean both personal computers and system units, as well as cash registers, including those working in conjunction with a computer. The list of devices connected to the computer also includes copiers and multifunction devices.
