On March 21, 2022, amendments to the Decision of the Council of the Eurasian Economic Commission No. 114 of August 8, 2019 were discussed. This means that the technical regulations TR EAEU 048/2019 The requirements for the energy efficiency of energy-consuming devices approved. The Technical Regulation set minimum requirements for the safety of products during the EAC Certification, EAC Declaration or state registration.
In the current version of the decision, TR EAEU 048/2019 is to come into force on September 1, 2022, with the exception of some provisions (Sections VII and VIII of Annex No. 16). However, the Ministry of Industry and Infrastructure Development of the Republic of Kazakhstan has prepared a project to postpone the effective date of the Technical Regulation due to the following points:
- The rules for creating energy labeling have not been adopted.
- The list of standards for the rules and testing methods required to meet the requirements of the TRs EAEU 048/2019 and are required for conformity assessment have not been adopted.
- There is currently no infrastructural basis for the implementation of the requirements of TR EAWU 048/2019 (e.g. test laboratories, retained samples, etc.).
Each of the above points requires a significant amount of time for a fully successful transition. With the current status of the implementation of the technical regulation as of September 1, 2022, the economy will have little time to prepare for the new requirements. In this context, it is proposed to postpone the entry into force of TR EAEU 048/2019 by one year. It will thus come into force on September 1, 2023.
The amendments also postpone the deadline for developing energy consumption labeling for energy-consuming devices of various types by one year. March 1, 2022 is replaced by March 1, 2023. The introduction of Regulations No. 3, No. 5, No. 9, No. 12, No. 13 and No. 14 will also be extended by one year each.
The changes will be discussed until April 20, 2022.
