On October 18, a meeting of the Council of the Eurasian Economic Commission took place in Moscow. During the meeting, a series of important rules in the field of technical and non-tariff regulation has been passed, among them three new Technical Regulations of the Eurasian Economic Union:
- TR EAEU 037/2016 On restriction of the use of certain hazardous substances in electrical and electronic equipment corresponding to the 2011/65/EU Directive (RoHS)
- TR EAEU 038/2016 On safety of attractions
- TR EAEU 040/2016 On safety of fish products
The documents are primarily focused on the protection of life and health of the population and environment in the Eurasian Economic Union and depict the procedure and the requirements for the EAC Certification and the EAC Declaration.
The technical regulation "On safety of fish products" determines the requirements for fish, that is to be produced in or imported to the Eurasian Economic Union, as well as the procedures of manufacturing, storage, transport, sale, disposal, packaging and EAC Marking to guarantee the free circulations of such products within the Eurasian Economic Union.
Furthermore, the technical regulation covers seafood and products from aquaculture of plant or animal origin in processed or non-processed form. This includes, fresh and frozen fish, aquatic invertebrates and mammals, sea weed and aquatic plants. The technical regulation is to come into force on September 1, 2017.
The technical regulation "On restriction of the use of certain hazardous substances in electrical and electronic equipment" determines unified requirements for the permissible concentration of lead, quicksilver, cadmium and hexavalent chromium in electrical devices. It aims to protect the life and health of humans and the environment.
The regulation covers small and large household devices, electrical equipment, telecommunications and lighting technology, power tools and other electrical appliances. It is to come into force on March 1, 2018.
Furthermore, safety requirements for all attractions have been determined in the Eurasian Economic Union. The technical regulation "On safety of attractions" deals with mobile, temporarily installed and immobile attractions during their entire life cycle. Special attention is paid to the safety requirements for children's and water attractions. The technical regulation shall enter into force on April 18, 2018.
