TR Declaration is a conformity assessment statement that the products put on the market comply with national technical regulations and standards of the Russian Federation. This statement is mandatory for product export to Russia and placing on the market.
The fedral law of the Russian Federation about technical regulation set two forms of conformity assessment: TR Declaration und TR Certification.
TR Declaration and TR Certificate have the same legal force and are valid on the whole territory of Russia.
TR Declaration is on the contrary to the TR Certificate a simplified form of the conformity assessment and can be substituted by the TR Certification. TR Certificate cannot be replaced by the TR Declaration.
By TR Certification both the applicant (manufacturer, importer or an authorized representative) and the notified body in Russia bear the risks. by TR Declaration only the applicant is responsible for safety of the products and its compliance with the standards.
Legal framework
With the aim to replace the old GOST system, law № 184 "About technical regulation" was adopted 2003. 18 technical regulation (TR) of the Russian Federation came into force.
Nontheless the TR system did not have large dispersion because 2011 new technical regulations of the Customs Union, later Eurasian Economic Union (TR ZU and TR EAEU) were elaborated. TR CU and TR EAEU have replaced the old TR regulation successively.
Legal framework of the TR Declaration:

The products listed in the Annex to Governmental order № 982 are subject to TR Declaration. For these products listed in the Annex TR Declaration is obligatory. Without TR Declaration it is impossible to import goods to Russia.
Only a company established in the territory of the customs union may apply for TR conformity assessment statement.

Reform of the technical regulation within the scope of the Eurasian Economic Union
As a consequence of the coordination of national safety standards between Russia, Belarus and Kazakhstan, the previous national Technical Regulations such as Russian GOST and TR certification were gradually phased out and substituted by the new Technical Regulations of the EAEU (TR EAEU) in every industrial sector. In addition to the EAC certification, the EAC declarartion has also been introduced in the Customs Union as a simpler and less expensive form of proof of conformity.
The new system was modelled on the european CE marking and many Technical Regulations are coordinated with EU guidelines. One can say that the Technical Regulations of the Customs Union correspond to the EU guidelines.
Application area
TR conformity assessment procedure
A TR Declaration is issued upon application by the notified body.
There are 5 schemes of the conformity assessment depending on whether it is a serial production or a single delivery.
The conformity assessment can be carried out either on the basis of own or external tests.
If the test are carried out by the manufacturer, test reports must be written.
External test must be carried out at any from Rosstandart accredited laboratory.
After the issuance of the TR Declaration it must be enrolled by the Register. After it the Declaration gets its identification number.
The TR Declaration has no binding form and can be issued on the DIN A4 paper.
There is no voluntary TR Declaration. If desired, it is possible to apply for a voluntary GOST Certificate.
A TR Declaration is valid for 5 years.

Each Technical Regulation has different requirements for the corresponding documentation. Typically these are:

- technical passport
- test reports
- detailed product description
- instruction manual
- ISO 9001 Certificate
TR Declaration contains following information:
- address and Name of the manufacturer
- list of the declared products
- norms and standards of the technical regulation applied
- information about test
- validity
- registration number
- name of the notified body
Conformity assessment marking
The products certified according to the Technical Regulations of the Russian Federation, for which a TR certificate has been issued, must bear the TR mark in order to demonstrate conformity with all legal requirements of the Russian Federation.

The length and costs associated with a certificate application, depend on several different factors, such as the classification of product, any required laboratory checks and complexity of all examinations. As such the exact conditions of the certification are always determined individually based on the required documentation.
