GOST Declaration

GOST declaration is a compulsory declaration of conformity by which the applicant declares that products manufactured or imported by him are compliant with all the Russian GOST standards and are safe for the consumer.

GOST declaration has the same legal strength with the GOST certificate, and differs fundamentally from the GOST certificate in that the applicant issues the GOST declaration on its own responsibility.

GOST declaration is required when distributing products on the Russian market and importing to Russia.

The GOST system is a legacy from Soviet times, which is gradually being replaced by the modern system of conformity confirmation: EAC certification and EAC declaration within the framework of the coordination of technical regulations in the Eurasian Economic Union.

Legal situation

The presence of a GOST declaration is required when the products that are listed in the attachment to the government decision № 982 from 01.12.2009 are placed on the market in Russia.

Whether a GOST conformity declaration is required can be checked using the customs tariff number and OKPO number.

The legal framework for the GOST declaration is as follows:

  • “The federal law on technical regulation”
  • Governmental decree from 01.12.2009 № 982
  • Decision of the Ministry of Industry № 752 from 24.11.14
  • Directive of the Government of the Russian Federation 2425 from 23.12.2021

GOST certificates have a validity period of up to 3 years within the territory of the Russian Federation. Without the necessary GOST certificates the goods may not pass the Russian border.

On 1 September 2022, the new Directive of the Government of the Russian Federation of 23 December 2021 N 2425 "On Adoption of the Unified List of Products Subject to Certification and the Unified List of Products Subject to Declaration, on Introduction of Amendments to the Government Order of the Government of the Russian Federation of 31 December 2020 N 2467 and on Invalidation of Certain Laws of the Government of the Russian Federation" entered into force. The decree includes new lists of products that fall under either GOST certification or GOST declaration. It invalidates the Directive 982.
The certificates of conformity that were still issued in accordance with Government Order No. 982 are valid for the period for which they were issued, but no longer than until 1 September 2025.

Application area

Although the GOST system is considered outdated and has been replaced by more modern systems of conformity assessment such as EAC certification and EAC declaration of the Eurasian Economic Union, the list of GOST compliant products includes more than 600 product groups for which mandatory GOST declaration is required. Including:

  • lubricating oils
  • gas products
  • rolled steel
  • tableware
  • mineral fertilizer
  • household chemicals
  • paints, varnishes and pigments
  • insecticides
  • hygiene products
  • transformers and substations
  • accumulators and batteries
  • cardboard and plywood
  • household furniture
It is important to note that for products and product groups that are on the updated list for the first time, the deadline for the entry into force of the requirements has been postponed to 01.09.2023. It concerns such products as pressure pipes made of unplasticised polyvinyl chloride (for cold water supply); plastic fittings; sports equipment such as bows, sabres, swords; construction products made of concrete.

The process of GOST conformity

According to the Russian federal law "On technical regulation" the GOST declaration is based on the analysis of the technical documentation and tests of the product samples with the inclusion of the certification body accredited by the Federal Office of Technical Regulation and Metrology - Rosstandart.

A GOST declaration can be issued as for single delivery as well as for serial production.

GOST declaratory method differs little from the GOST certification procedure and consists of the following stages of the conformity assessment: laboratory tests of product samples and check of the technical documentation.

Nevertheless, the GOST certificate can not be replaced by a GOST declaration, since different proofs of conformity are compulsory for different products.

The period of validity of the GOST declaration is set by the applicant and is generally 3 years.

A GOST declaration may only be issued by a company based in Russia. Therefore, the Russian importer or the authorized representative in Russia can do this for foreign producers. In this case, the authorized representative representing the interests of a foreign manufacturer is responsible for compliance with the statutory requirements and GOST standards for the delivered products and is liable for the infringements.

A voluntary GOST declaration is not provided, if desired, we can offer a voluntary GOST certificate.

Required documents

Depending on the method used, the GOST conformity process can require different documents. Typically these are:

  • instruction manual
  • technical passport
  • product description, technical data sheet, pictures or drawings
  • test reports
  • delivery contract
  • manufacturer's specifications

Additional documents may be required.

GOST Declaration contains the following information

In contrast to the GOST certificate, no special template is provided for the GOST declaration. A GOST declaration is usually issued on an A4 sheet of paper and sealed with the seal of the applicant and the certification body.

The content of the GOST declaration is defined by the decision of the Ministry of Industry № 752 from 24.11.14. A GOST declaration must include:

  • information on the manufacturer
  • product description with customs tariff number
  • list of applied GOST standards
  • applied GOST declaration scheme
  • information about test logs
  • date of issue and period of validity

In addition, a GOST declaration contains a registration number consisting of the code of the certification body and the serial number of the declaration. Within three days of issuing a GOST declaration, the notified body shall enter the declaration into the uniform register of the Accreditation Service (Rossakreditatsiya).

Length and costs for GOST declaration

The length and the costs associated with a GOST certificate application, depend on several different factors, such as the classification of product, any required laboratory checks and complexity of all examinations.

GOST marking requirements for a declaration of conformity

GOST

Products for which a declaration of conformity has been issued shall be marked with a corresponding GOST marking.

In contrast to a GOST sign, the sign of the GOST declaration of conformity does not give any information about the authorized certification body.

The labeling of products subject to compulsory declaration of conformity is a prerequisite for market approval. The sale of products without Russian GOST declaration of conformity is prohibited.

1. What is an EAC certificate?

The EAC certificate of the Eurasian Economic Union (EAEU) is an official document, that proofs the conformity of the products with the harmonized technical regulations of the member states of the EAEU. The products, whose conformity with the technical regulations could be confirmed by the certificate of the EAEU, may be moved and sold in the whole customs area of the member states of the EAEU.

2. What is an EAC declaration?

The EAC Declaration of the Eurasian Economic Union (EAEU) is an official document that proofs, that the products meet the minimum requirements of the technical regulations of the EAEU. An EAC declaration is issued by the manufacturer, importer or an authorized representative and listed in the official register. Those products, whose conformity with the technical regulations are confirmed by the declaration, have the permission to be freely moved and sold in the whole customs territory of the member states of the EAEU.

3.What is the difference between EAC certificate and EAC declaration?

The EAC certificate can only be issued after a quality assessment, which has to be carried out by a certification body accredited in one of the member states of the Eurasian Economic Union. The certification is conducted on the basis of technical documentations, company-internal created test reports, or rather test reports provided by accredited test laboratories, as well as on basis of a manufacturing audit on site. The certificate is printed on an official pre-printed form, which has several forgery-proof elements and is authenticated by the signature and seal of an accredited body. The EAC certificate is usually issued for “complex” products that require an extensive control by the authorities.
With the EAC Declaration the manufacturer, importer or authorized representative declares the conformity of his products with the minimum requirements of the technical regulation of the Eurasian Economic Union (EAEU). As distinguished from the EAC certificate, the EAC declaration is issued by the manufacturer or importer himself. All necessary tests and analysis are or made by the manufacturer or in some cases by the laboratory. The applicant issues the EAC declaration himself on a usual piece of paper. The EAC declaration has to be listed in the uniform register of the EAEU by an accredited certification body of one of the member states of the EAEU.

Type examination for EAC conformity assessment

An important step in the conformity assessment procedure is the testing of product samples, during which the conformity of the products with the respective Technical Regulations of the EAEU is verified. In the case of EAC certification, this may only be carried out in accredited laboratories and must follow specific rules. If it is an EAC declaration, the tests can also be carried out in non-accredited laboratories. A test report is then prepared, which contains the test results as well as information about the manufacturer and the test method.
