The real estate register in Japan is under the jurisdiction of Bureaus on legal issues contained within the Ministry of Justice.
Establishment of the structure of real estate registration in Japan dates back to late XIX – early ХХ century. For a long time the register was connected with fiscal authorities. After the Second World War the system was subjected to reforming. From 1960 to 1971 various registers related to real estate were united. In 1988 – 2008 the register was converted in an electronic form. The updated law on real estate registration was adopted in 2004.
A record of real estate consists of two main parts:
- Title part
- Legal part
Contents of the register:
- Name of an object
- Description of an object
- Information about rights
- Actual changes
- Legal changes
- Registration of an object etc.
Receipt of registration data on an object is carried out in the Bureau on legal issues. A document may be issued in the form of a pdf-file. This is equal to register “browsing”. For official use of a document it must be apostilled.
As of today, the Japanese government plans to create a unified register containing information about buildings and structures, land, agricultural and forest lands. It will contain data on 230 million land plots and approximately 50 million buildings.
Extracts from the Real Estate Registers of Japan may be used for:
- confirmation of title to real estate
- receipt of information about the real estate item
- debt collection
- analysis of prices for real estate
- other commercial and analytical purposes
*some data may be unavailable for certain items, or may be provided for a fee.
The period of extract provision shall be reported individually.
Extracts from the Real Estate Registers are provided subject to the laws of Japan and to the Law on personal data protection.

Apostilled extracts from Japan
Japan joined the Hague Convention on simplified legalization of documents on May 28, 1970. On July 27, 1970 the Convention came into force.
Thus, documents issued in Japan are subject to legalization based on the apostilling procedure, after certified translation such documents acquire full legal force on the territory of all other Hague Convention Member States.
As a rule of thumb, apostillation of extracts takes about two weeks.
