On december 8, 2020 a public discussion on two draft decisions of the Eurasian Economic Union (EEC) Board began.
They concern changes in the rules for issuing EAC certificates and declarations.
Until November 30, 2020, a public debate on the draft amendments to the technical regulations of the Customs Union TR CU 007/2011 On the safety of products for children and young people will be held.
The technical regulation TR CU 025/2012 On furniture safety is to be updated.
The amendments mainly concern product identification, which has to be carried out by the certification body in the presence of the applicant when an EAC certificate is obtained. The registration of the EAC declaration can be done by the manufacturer /official representative or seller as well as by the test laboratory.
On November 6, 2020 the fourth meeting of the Interdepartamental Council of National Quality Infrastructure took place.
During the meeting, the question of the possibility of accredited bodies to work in the field of mandatory conformity assessment with the requirements of the legislation of the Eurasian Economic Union was discussed. 17 newly accredited bodies were added to the national part of the single register and 425 accredited bodies confirmed their qualification. 171 accredited bodies have been excluded from the national part of the single register.
From 1 January 2021, a new GOST standard R 54293-2020 "Production audit within the framework of confirmation of conformity", approved by Rosstandart Decision No 583 of 28 August 2020, will come into force.
This standard will replace the old GOST R 54293-2010, which has been in use since 2010.
The new GOST-standard R 56016-2020 “Conformity assessment. The procedure for the compulsory attestation of product conformity with the requirements of the technical regulations of the Customs Union "On Food Safety” was developed as a replacement for the GOST standard R 56016-2014. This standard is used for the conformity assessment of products according to TR CU 021/2011 on food safety.
On November 16, 2020 a public discussion on the draft update of TR CU 017/2011 " On the safety of light industry products" has started. The regulations must be revised and adapted to the new standards.
The Eurasian Economic Commission drafted amendments to Commission Decision n. 125 of 26 September 2017, which provides for the extension of the fixed period of validity of the transitional period of the technical regulation TR EAEU TR 043/2017 "On requirements for fire retardants and fire-extinguishing systems".
The Association of the Children's Goods Industry (AIDT) has initiated a new GOST for environmentally friendly toys. The document is being developed with the participation of experts from Rosstandart and the Ministry of Industry and Trade.
On October 5, 2020 the decision of the Board of the Eurasian Economic Commission no. 118 of September 29, 2020 was published. This decision contains the list of revised norms of the technical regulation TR CU 018/2011 On safety of wheeled vehicles.
On September 24 the Federal Law of December 27, 2019 N 496-FZ “On Amendments to the Federal Law to ensure uniformity of measurements” comes into force. According to the changes in the current legislation on metrology, the registration of metrological certificates (pattern approval certificate) shall be electronic.
By December 1 the Ministry of Industry and Trade will submit to the Government of the Russian Federation draft amendments to Decree no. 982 of December 1, 2009 “Uniform List of Products Subject to Certification and Declaration”.
On September 16 a public discussion on the decision of the Council of the Eurasian Economic Commission (EEC) no. 144 of August 8, 2019, has begun. In this decision the draft technical regulation TR EAEU 048/2019 The requirements for the energy efficiency of energy-consuming devices was approved.
The Ministry of economic development of the Russian Federation submitted to the Eurasian Economic Commission (EEC) a proposal to postpone the entry into force of the technical regulation TR EAEU 047/2018 “On safety of alcoholic beverages”.
Amendments will be made to the several scopes of regulations, revision of appendices, and clarification of requirements for concrete PPE.
Russia will be responsible for further development of the regulations with the support of other member states of the Association (EAEU).
On September 5, 2017, the Eurasian Economic Commission has published an official resolution about the new technical regulation TR EAEU 044/2017 On safety of packaged potable water including natural mineral water.
On September 1, 2017, the technical regulation TR EAEU 040/2016 On safety of fish products comes into force. The corresponding resolution has been passed on October 18, 2016.
On May 18, 2017, the College of the Eurasian Economic Commission published a draft for the Technical Regulation "On safety of packaged potable water including natural mineral water".
On May 17, 2017, the new technical regulation of the Eurasian Economic Union TR EAEU 042/2017 On safety of children's playgrounds has been passed. It contains the binding safety requirements for playground equipment, floor coverings for children's playgrounds, as well as rules for their project planning, assembly, use, transport, and recycling..
The compliance with standards of the technical regulation is indispensable for the import of products subject to conformity to Russia and other member states of the Eurasian Economic Union.
