Establishment of the land register of Malta began in 1982 after adoption of a special law. However, the register is still being established. Its electronic version may not contain updated information about certain properties.
The Land Register of Malta is under the jurisdiction of the Department of Land Register.
The Department of Land Register consists of:

The Document Acceptance Administration acts as a registration office, receives applications for registration and issue of extracts, and issues plans. It issues special forms and levies a duty.
The Outline Administration is a technical body responsible for digitization of plans, handling of applications and cooperation with notaries.
The legal department processes and approves registration documents.
The Data Entry Administration enters data on transactions and other information in electronic registers.
Access to the electronic version of the register in Malta is provided only to employees of the register’s Department and other specially authorized state authorities.
To obtain an extract from the register, one must apply to the Department and fill in a special form. Search is carried out after payment of a fee.

Apostilled extracts from Malta
Malta joined the Hague Convention on simplified legalization of documents on June 12, 1967. On March 3, 1968 the Convention came into force.
Thus, documents issued in Malta are subject to legalization based on the apostilling procedure, after certified translation such documents acquire full legal force on the territory of all other Hague Convention Member States.
As a rule of thumb, apostillation of extracts takes about two weeks.
