The electronic register is under the jurisdiction of the Real Estate Registration Department.
The land registration system on the territory of Albania was established in 1874 when they were part of the Ottoman Empire, however obligatory registration of buildings and structures did not exist. After Albania gained independence, a new civil legislation regulating real estate registration issues began to be introduced in it.
In 1929 real estate of Albania was declared inviolable, the system of mortgage offices was established. However, the significant part of real estate, especially in the country, was not registered.
Rights of private land ownership in the People’s Socialist Republic of Albania were restricted. However, geodetic works continued.
In 1991, land privatization started in Albania. Until 1994 approximately 500 thousand land plot owners appeared in the country.
In 1990-s, with the participation of foreign charity organizations, the land register of Albania began to be established, which fully functions now.
A record in the land register of Albania for each object consists of two parts: plan and description.

The register in Albania is deemed public. During execution of transactions, a notary must apply to the register and confirm a legal status of an object. After execution of a transaction documents are submitted in the Real Estate Registration Department making relevant changes in the register. Upon an application any interested person may obtain information about specific real estate. Information is provided after payment of a fee.
Local land departments accountable to the Department perform the work for making amendments in the register and providing extracts.

Apostilled extracts from Albania
Albania joined the Hague Convention on simplified legalization of documents on September 3, 2003. The Convention came into force for Albania on May 9, 2004.
Thus, documents issued in Austria are subject to legalization based on the apostilling procedure, after certified translation such documents acquire full legal force on the territory of all other Hague Convention Member States.
As a rule, apostillation of extracts takes about two weeks.
