At the moment there is no technical regulation of the Eurasian Economic Union for construction material. In this case national legislation must be respected. In the Russian Federation the Directive of the Government of the Russian Federation from 01.12.2009 №982 is crucial. This Directive stipulates which products are subject to the compulsory GOST certification. Construction material is not listed in this Directive. That is why construction material is not obliged to be GOST or EAC certified. Anyway, for some of them the conformity assessment in the form of GOST Declaration must be conducted.

It is also possible to apply for an optional GOST certificate.
The optional GOST certificate is issued on applicant's own initiative for those goods, which are not included in the government directive № 982. The optional certified products may be marked with the certification mark.
Any products can be certified according to GOST standards in order to convince customers of their quality.

GOST Declaration for construction material
According to Directive №982 some types of construction material must be declared in compliance with GOST standards of the Russian Federation. It is not allowed to import goods to Russia without GOST Declaration. GOST Declaration is an obligatory conformity assessment in which the manufacturer declares that the product is conform to GOST standards and is harmless for health and life of consumers.
The following products must be GOST declared:
- Windows
- balcony doors
- insulating glass
- plywood
- drying oil
- primer
- enamel
- floor covering

GOST marking for a declaration of conformity
Products for which a GOST Declaration has been issued must be marked with a GOST sign.
In contrast to a GOST marking, the marking of the GOST declaration does not provide information about the certification body. The GOST declaration can only be given by the importer of the goods.
The labeling of products subject to compulsory declaration of conformity is a prerequisite for market approval. The sale of products without a Russian GOST declaration is prohibited.
Duration and cost of conformity assessment
The duration and cost of applying for conformity assessment depend on various factors, e.g. on the nature of the products, the complexity of the tests.
The exact conditions will be determined individually on the basis of the provided documents.
State Hygienic Registration
For some types of construction material like putty, paints, varnish and some others state hygienic registration must be obtained.
The certificate of state hygienic registration confirms the conformity of the products with the sanitary- hygienic regulations of the EAEU between Russia, Kazakhstan and Belarus.
The state hygienic registration was introduced on 1 July 2010 and is thus a replacement for the hygienic certificates.
Fire safety certificate
The fire safety certificate is an official proof that confirms the conformity of the goods with the fire regulations. These are the resistance to fire and functional safety as well as the precautions against the formation of toxic gases.
These products will need fire safety certificate:
- wallpapers
- PVC panels
- linoleum
- mineral wool insulation
In most cases a fire safety certificate is enough unless theses products are used in the construction of the underground railway, evacuation routes or train cladding.
Fire protection certificate for construction materials in Russia
The fire protection certificate in Russia is a result of the mandatory process of state surveillance of products. This procedure is intended to check whether the fire protection requirements are met. Following the conformity assessment, a certificate or declaration is issued which certifies that construction materials meet the fire protection requirements of the legislation of the Russian Federation.
