In the respective technical regulations all requirements for safety, resistance, quality ecc. are defined. Only after successful conclusion of the EAC conformity assessment an EAC certificate can be issued. Your product will then be subsequently marked with the EAC mark of conformity.
Legal framework
The following technical regulations contain requirements for motors:
- TR CU 018/2011 On safety of wheeled vehicles
- TR CU 010/2011 On safety of machinery and equipment
- TR CU 020/2011 On electromagnetic compatibility
- TR CU 004/2011 On safety of low-voltage equipment
- TR EAWU 037/2016 On restriction of the use of certain hazardous substances in electrical and electronic equipment
Application area
The identification of engines, which underlie the EAC certification is carried out on the basis of the customs tariff number of the Eurasian Economic Union (EAEU).

EAC certification for automotive engine
All car components including engine must prove their conformity with the technical regulation of the Eurasian Economic Union TR CU 018/2011 On safety of wheeled vehicles.
Combustion engines underly a compulsory EAC certification, electric generators – EAC Declaration.
Engines with compression ignition or positive ignition underlie the scheme 2C.
For electric engines a series of safety requirements applies. The engines are examined for their performance under tension and under conditions of constant vibration and dull impacts. Furthermore they are assessed for electromagnetic compatibility, dielectric strength and environmental resistance.
Electirc generators are examined for the same characteristics as electro engines. There is only one additional examination, which is for resistance to dust and water.
Depending on the environmental class of the engine the emission may differ. In attachment no. 10 you can find more information on this topic.
According to attachment no. 12 following accompanying documentations are necessary:
- completed application form for EAC certification
- general technical description of the type of engine
- proof of conformity with the technical regulations

EAC declaration of engines
The conformity assessment in the form of the EAC declaration is intended for the downhole motors and diesel generators. The relevant Technical Regulations are set out in TR CU 010/2011 On safety of machinery and equipment. This regulation defines the requirements for manufacture, storage, sale, delivery, performance and processing. After the conformity assessment procedure has been completed, the manufacturer or the seller receives the EAC declaration.
In contrast to the EAC declaration, the EAC certification is not mandatory and can be carried out instead of the EAC declaration on request.
The diesel generators and downhole motors for oil industry are subject to the mandatory conformity assessment.
The Eurasian Economic Union sets standards for testing industrial engines. The motors are tested for safety and durability. Each standard contains test methods for specific security requirements. The standards applicable at the time of the test are used for the conformity assessment.
EAC Declaration of electric motors
For electric motors with the power less than 100 kw two technical regulation of the Eurasian Union must be respected: TR CU 020/2011 On electromagnetic compatibility and TR CU 004/2011 On safety of low-voltage equipment .
Engines with low power are:
- DC motor (under 1 kw)
- AC motor (under 100kw)
- induction motor or asynchronous motor (under 1 kw)
The second important Technical Regulation is the TR CU 020/2011 On electromagnetic compatibility. The set of rules defines requirements for the values of the electromagnetic compatibility of electric motors.
In order to import electric motors in the EAEU countries, an EAC Declaration is required. Your product must comply with the requirements of both technical regulations.
For the EAC declaration your products shall be examined for characteristics such as safety, compatibility ecc, in an accredited laboratory. In some cases the certification for a quality management system is necessary. The EAC declaration can be issued only after having received the test report with all test results.
The examinations shall be carried out according to the GOST norms. The currents norms can be found in this table.

EAC marking
The products that have been confirmed to conform with the requirements of technical regulations of the EAEU are marked with the EAC sign of the economic union. Placing a product on the market without corresponding marking can be punished with a fine or confiscation.
Authorized representative
The manufacturer, which is not established in one of the Member States of the Eurasian Economic Union, is not entitled to apply for the conformity certificates.
In order to get the conformity certificate, the foreign manufacturer must appoint an authorized representative in one of the countries of the Eurasian Economic Union. He represents the interests in the certifying bodies of the Eurasian Economic Union regarding the safety and quality of products and compliance with technical regulations.
In accordance with applicable law and in accordance with the technical regulations of the Eurasian Economic Union, only an entrepreneur residing in the territory of the Customs Union may be designated as an authorized representative.
Period of validity of EAC conformity assessment certificates for engines
The validity period of the EAC certificate or EAC declaration for engines differs depending on the applied technical regulations, the selected scheme, the type of production (serial production, individual delivery, etc.) and equipment and ranges on average from one to 5 years. Those parameters are determined in the respective technical regulation.
Duration and costs for EAC certification
The duration and costs associated with an EAC certificate application for engines depend on several different factors, such as the classification of the product, any required laboratory checks and the complexity of all examinations. As such the exact conditions of the EAC certification are always determined individually based on the required documentation.
