The technical regulation TR CU 010/2011 “On safety of machinery and equipment” provides mandatory safety requirements and prescriptions for conformity assessment of pumps. There are two ways to assess conformity: the EAC certification and EAC declaration. The functional range and type of construction determines which type of conformity assessment may be applied.
Legal framework
Depending on the functional range and type of construction one of the following technical regulations applies for conformity assessment of pumps:
- TR CU 010/2011 “On safety of machinery and equipment”
- TR CU 004/2011 “On safety of low voltage equipment”
- TR CU 020/2011 “On electromagnetic compatibility”
- TR CU 012/2011 “On safety of EX equipment”
Depending on the technical regulation, or an EAC certification or an EAC declaration is to be used.
EAC certification
The following types of pumps underlie an EAC certification:
- chemical pumps
- pumps with nuclear energy
- electric pumps
For the conformity assessment of electric pumps the technical regulation TR CU 004/2011 On safety of machinery and equipment and the TR CU 020/2011 On electromagnetic compatibility apply.
All pumps and pump pipe nozzles which underlie the TR CU 010/2011 “On safety of machinery and equipment” shall be declared. This holds for:
- positive displacement pump
- flow pump
Components and spare parts do not have to be declared.
Schemes of EAC certification
Scheme | Description |
---|---|
1C | is intended for series production. The EAC certificate is issued for a maximum of 5 years. In this case, samples are to be tested and a manufacturing audit is to be carried out. The EAC certificate is issued on the basis of the test report, examination of technical documents and results of the audit.
An inspection control must also be carried out every year. |
3C | is intended for a batch or single delivery. In this case, samples are also to be tested. |
9C | is intended for a limited number of machines that are required to equip companies in the EAEU area. The conformity assessment is carried out on the basis of technical documentation. |
All pumps and pump-line-nozzle systems that are covered by TR CU 010/2011 “On safety of machinery and equipment” must be declared. These include:
- Positive displacement pumps
- Flow pumps
Stock and spare parts of pumps do not have to be declared.
EAC declaration
For the conformity assessment in form of an EAC declaration the scope of supply of your products is crucial as the chosen procedure depends on it. In general procedures for serial delivery and serial production are to be distinguished.
The prescriptions for EAC declaration can be found in the art. 9 TR CU 010/2011 “On safety of machinery and equipment”. It can be chosen between the procedure 1d, 2d, 3d, 4d, 5d and 6d.
Schemes of EAC declaration
Scheme | Description |

2D | is intended for a batch delivery. |
3D | is intended for series production. This scheme requires product samples to be tested by a laboratory accredited by the EAEU. |
4D | is intended for a batch delivery. This scheme requires product samples to be tested by a laboratory accredited by the EAEU. |
5D | is intended for series production. Scheme 5D is used for machines and systems that are used in hazardous production facilities. |
6D | can be used in series production if the manufacturer has a quality management system certified in the EAEU. |
Accompanying documentations
The EAC declaration has to be issued by the applicant. It is strongly recommended to also attach the test reports. The required documentations may depend on the country of origin.
Required documentations for pumps produced outside of the EAEU
- instruction manual in Russian

- quality management certificate ISO 9001:2015
- CE-Certificate/CE-Declaration of conformity with the european standards
- test report from the applicant
- safety justification
- GOST R certificate for pumps and accessories (if necessary)

The accompanying documentations shall be complete in order to conclude the EAC declaration successfully.
It is recommended to prepare the documentations in advance, for example in the period of contract negotiations with the manufacturer of foreign pumps.

Exceptions of EAC certification
Pumps which are used in explosive or hazardous facilities underlie particular prescriptions. In order to proof conformity for such pumps a specific certificate and expert opinion on the fire safety is required. Schmidt & Schmidt is happy to help you prepare the required documentations.
Pumps for usage in regions with high earthquake hazard also require a specific certificate. For measuring the seismicity the MSK-64 scale is used.
Authorized representative
If the producer doesn't have a location in the EAEU, it does not have the right to apply for a required conformity assessment of its products. In order to still be able to be the subject of a conformity assessment, the foreign producer must give a representative in the EAEU power of attorney. They will defend the interests of the foreign producer when working with the certifying bodies with regard to safety and quality of products and in accordance with technical regulations.
As the law stands and in accordance with the GOST of Russia only an operator based in the territory may be named power of attorney.
Period of validity of EAC conformity assessment certificates for pumps
The validity period of the EAC certificate or EAC declaration for pumps differs depending on the applied technical regulations, the selected scheme, the type of production (serial production, individual delivery, etc.) and equipment and ranges on average from one to 5 years. Those parameters are determined in the respective technical regulation.
Duration and costs for EAC certification
The duration and costs associated with an EAC certificate application for pumps depend on several different factors, such as the classification of the product, any required laboratory checks and the complexity of all examinations. As such the exact conditions of the EAC certification are always determined individually based on the required documentation.
